Cuba’s relations with the member countries of the Caribbean Community (CARICOM) are characterized by their strength and warmth, based on brotherhood, solidarity and mutual cooperation. This special relationship has been one of the pillars of Cuban foreign policy since the founding of CARICOM in 1973.

A year earlier, the brave and worthy decision of four independent nations of the Caribbean, later joined by the remaining countries of the community, to establish diplomatic relations with Cuba against the will of the United States, meant a devastating blow against the policy of diplomatic siege to which our country has been subjected.

Cuba, as a Caribbean nation, shares more than geography with its neighbours. We share a history of fighting against colonialism and for sovereignty, as well as similar challenges for the development of our countries and people, such as climate change and economic vulnerability. Common challenges that strengthen our will to work together to overcome them. Due to the energetic action of our Caribbean brothers, Cuba approached the negotiating process of the Constitutive Act of the Association of Caribbean States (ACS), in 1994, of which we are a founding member. In this area, we committed to working together to defend the Caribbean Sea and to promote actions to confront extreme weather events and climate change. We also set out to find solutions to improve connectivity, intraregional trade and sustainable tourism.

Over the years, Cuba has provided its modest help in areas such as health, through the tireless work of thousands of our doctors, and education, through grants to study at our universities. These altruistic gestures are the embodiment of our commitment to our brothers in the Caribbean. On the economic front, we continue to look for ways to deepen our trade and investment relationships in areas such as tourism, agriculture and renewable energy; testimony of our shared commitment to growth and prosperity.

The rich cultural diversity of the Caribbean has been further enriched by the constant exchange between Cuba and the CARICOM countries, where music and dance are just some of the manifestations that bear witness to a mutual influence that transcends borders.

Scientific-technical cooperation has also been an area of attention, with joint projects in biotechnology and disaster management, demonstrating our capacity for innovation and adaptation. These initiatives reflect the shared vision of a Caribbean that not only faces its challenges, but also takes advantage of its unique opportunities.

Cuba’s voice resonates strongly in international forums, in defense of Caribbean unity and against any attempt at exclusion or discrimination, advocating attention to the problems that affect the region; in turn, the CARICOM countries are a bloc that unanimously raise their voice against the economic, commercial and financial boycott imposed by the United States government against Cuba.

I take this opportunity to extend congratulations to all nations of the organization on the anniversaries of their independence and the establishment of diplomatic relations with Cuba. We urge you to continue working together for the growth and prosperity of our people.

Compromiso compartido con el crecimiento y la prosperidad

Las relaciones de Cuba con los países miembros de la Comunidad del Caribe (CARICOM) se caracterizan por su fortaleza y calidez, cimentada en la hermandad, la solidaridad y la cooperación mutuas. Esta relación especial ha sido uno de los pilares de la política exterior cubana desde la fundación de la CARICOM en 1973.

 Un año antes, la valiente y digna decisión de cuatro naciones independientes del Caribe, a la que se sumaron con posterioridad los restantes países de la comunidad, de establecer relaciones diplomáticas con Cuba en contra de la voluntad de los Estados Unidos, significó un golpe demoledor y definitivo contra la política de cerco diplomático al que ha estado sometido nuestro país.

 Cuba, como nación caribeña, comparte más que la geografía con sus vecinos. Compartimos una historia de lucha contra el colonialismo y por la soberanía, así como desafíos similares para el desarrollo de nuestros países y pueblos, como el cambio climático y la vulnerabilidad económica. Retos comunes que fortalecen nuestra voluntad de trabajar juntos para superarlos.

 Por la acción enérgica de los hermanos caribeños, Cuba se acercó al proceso negociador del Acta Constitutiva de la Asociación de Estados del Caribe (AEC), en 1994, de la cual somos miembro fundador. En ese ámbito nos comprometimos a trabajar mancomunadamente por la defensa del Mar Caribe y a promover las acciones para enfrentar los eventos climatológicos extremos y el cambio climático. También nos propusimos la búsqueda de soluciones para mejorar la conectividad, el comercio intrarregional y el turismo sostenible.

 A lo largo de los años, Cuba ha brindado su modesta ayuda en áreas como la salud, a través del trabajo incansable de miles de nuestros médicos y la educación, mediante el otorgamiento de becas a talentosos jóvenes caribeños para estudiar en nuestras universidades. Estos gestos altruistas son la encarnación de nuestro compromiso con nuestros hermanos del Caribe.

 En el ámbito económico, continuamos buscando formas de profundizar nuestras relaciones comerciales y de inversión en áreas como el turismo, la agricultura y la energía renovable; testimonio de nuestro compromiso compartido con el crecimiento y la prosperidad.

 La rica diversidad cultural del Caribe se ha enriquecido aún más con el intercambio constante entre Cuba y los países de la CARICOM, donde la música y la danza son solo algunas de las manifestaciones que dan testimonio de una influencia mutua que trasciende fronteras.

 La cooperación científico-técnica también ha sido un área de atención, con proyectos conjuntos en biotecnología y el manejo de desastres, demostrando nuestra capacidad de innovación y adaptación. Estas iniciativas reflejan la visión compartida de un Caribe que no solo enfrenta sus retos, sino que también aprovecha sus oportunidades únicas.

 La voz de Cuba resuena con fuerza en los foros internacionales, en defensa de la unidad caribeña y en contra de cualquier intento de exclusión o discriminación, abogando por la atención a los problemas que afectan la región; a su vez, los países de la CARICOM son un bloque que unánimemente levantan su voz en contra del bloqueo económico, comercial y financiero impuesto por el gobierno de los Estados Unidos contra Cuba.

 Aprovecho esta oportunidad para extender una felicitación a cada una de las naciones de la CARICOM por el aniversario de su independencia y por el establecimiento de las relaciones diplomáticas con Cuba y las exhortamos a seguir trabajando mancomunadamente a favor del crecimiento y la prosperidad de nuestros pueblos.
